Application for a certificate of convenience and necessity to construct Contract No. 1 which consists of upgrades at the Welch Water Treatment Plant including removal of the existing roof and installation of a new roof, replacement of the existing electrical system, demolition of three pressure filters, installation of a 4-cell gravity sand filter, replacement of two high service pumps, and HVAC upgrades. Contract No. 2 which consists of installation of approximately 7,000 L.F. of 12" PVC AWWA 200 water main, valves, hydrants, air releases, service lines, and reconnections, and all appurtenances, at Welch, McDowell County
