Application for (1) a Certificate of Public Convenience and Necessity authorizing Cleco Power LLC to construct, own, and operate a 40 megawatt generating unit at Cabot Corporation's Canal Carbon Black Plant in order to provide a source of renewable power for Cleco's customers; (ii) authorization to recover the costs associated with such 40 megawatt generating unit and related waste heat purchase and sale agreement in LPSC-jurisdictional rates; and (iii) expedited treatment.
